Board of Trustees
ARMAND E. SABITONI, Co-Chairman (Union)
Mr. Sabitoni is the General Secretary-Treasurer and New England Regional Manager of the Laborers' International Union of North America. Prior to his being elected General Secretary-Treasurer, he was the New England International Vice President and Assistant to the LIUNA General President. He has been a member of Local Union 271, Providence, Rhode Island since 1969, where he served as an Auditor, Vice President and President. He also held the positions of Business Manager and Secretary-Treasurer of the Rhode Island Laborers' District Council.
In 2000 Mr. Sabitoni received the International Workers' Compensation Foundation Award for Lifetime Achievement in recognition of his commitment to the improvement of workers' benefits. He is deeply involved with worker Health and Safety issues and has received numerous awards for his efforts, including the Institute for Labor Studies and Research Award, the National Labor Institute Safety Award and the New York Arthritis Foundations' John E. Law Labor Leaders' Award.
ROCCO DAVIS, Union Trustee
Mr. Davis, a long-time worker advocate, is Vice President and Regional Manager to the Pacific Southwest Region of the Laborers’ International Union of North America. He also serves as Special Assistant to LIUNA’s General President. His career has included serving as a Field Representative for the Center for Contract Compliance, Regional Coordinator for the National Heavy-Highway Committee, LIUNA Tri-Fund Field Coordinator, and Chief of Staff. He has held his current position since 2001. Mr. Davis works tirelessly for the rights of working families including protecting and reforming legislation that guarantees worker rights, education and health care, voter registration, and immigration reform. With a strong history of building and organizing coalitions between community, labor and business, Mr. Davis is recognized for his dedication, hard work, and devotion to the causes of workers everywhere.
VINCENT R. MASINO, Union Trustee
A native of Providence, Rhode Island, LIUNA's Vice President Masino received his BSBA Degree from Bryant College, Smithfield, Rhode Island in 1971, while at the same time working for the city of Providence. After receiving his Bachelors Degree, he continued his employment with the City of Providence until May 1972, when he began his career with LIUNA. Mr. Masino started as the Field Auditor responsible for auditing all LIUNA affiliated Locals in NY, NJ, PA, DE, as well as, Eastern Canada. Mr. Masino went on to become an International Representative in 1993 and in March 1999, he became the New England Assistant Regional Manager. In May 2001, he was elected International Vice President. In addition to his duties as Vice President and New England Assistant Regional Manager, Mr. Masino also currently serves as Recording Secretary for LIUNA Local 1033, in Providence; Trustee for Laborers' National Pension Fund; Trustee for the Laborers' National H & W Fund, Trustee for the SCETT FUND, and a multitude of past and present Trustee and Board Member positions and other elected positions too numerous to list in this synopsized biography.

DENNIS L. MARTIRE, Union Trustee
After obtaining his Bachelor of Science degree in Political Science at West Virginia Wesleyan College in 1986, Martire's career with the Laborers' began in April, 1990. Martire's first assignment was with the Jurisdictional Disputes Department as an International Representative. Subsequently, Martire became Assistant Director and then Director of the Laborers' Construction Department. In March of 2000, he became Assistant Regional Manager of the Mid-Atlantic Region and was elected Vice President and Regional Manager two years later. Martire's rapid advancement within LIUNA, becoming Vice President and Mid-Atlantic Regional Manager at the age of 38 is a testament to his total commitment and dedication to LIUNA. In addition to Managing the Mid-Atlantic Region, Martire currently serves on numerous Funds, Committees and Boards.
Martire resides with his family in Northern Virginia and continues to be a proud member of LIUNA’s Local 1058, Pittsburgh.
PAUL FAYAD, Management Co-Chairman
Mr. Fayad is the President/CEO of HHA Services located in Detroit, MI. He began his career in healthcare in the 1970’s in both facilities and environmental services at multiple hospitals in the Detroit Metropolitan area. Fayad has been a part of the Service Contract industry since 1988 and has been a Trustee of the SCETT Fund since 1989. Fayad is a member of the American College of Healthcare Executives and serves as the Co-Chairman of the Laborers’ National Health and Welfare Fund.
MARJORIE STRICKLAND, Management Trustee
Ms. Strickland formed Phoenix Management, Inc. (PMI) in August of 1992 to provide responsible service in the Government Support Services contract arena. Since its inception, the company has been awarded over fifty contracts and has enjoyed exceptional contract performance ratings. Among the services that have been operated in more than twenty states are transportation, logistics, missile maintenance technical order libraries, missile launch support, transient aircraft maintenance, airfield management, vehicle operations and maintenance and aircraft refueling. Ms. Strickland is President, Managing Director of the Corporation and Chairman of the Board of Directors.
SUSAN BEAL, Management Trustee
Susan Beal is the Vice President of Olympus Building Services, Inc., a Facilities Management Services Company located in New Hope, PA. Susan has extensive experience in contract operations and manages all contract operations for Olympus to include over eight locations from California to Washington, DC. In addition to this she is responsible for all corporate operations as well. She has been working for Olympus for over eight years. She is also a trustee on the Laborers’ National Health and Welfare Fund Board.
